Background
In September 7, 2004, Munir died on Garuda flight 974 while flying to the Netherlands to study humanitarian law. An autopsy by Dutch authorities found four times the lethal dose of arsenic in Munir’s system. Investigation report from the Fact Finding Team and verdict of Central Jakarta District Court in December 20, 2005 clearly shows a conspiracy involving senior officials of State Intelligence and crews of Garuda Airways.
This case is a peak of continuing murder and violence of human rights activist in Indonesia. Before that, it was happened some abduction, torture and sadistic murder of worker activist Marsinah in East Java, journalist Udin in Jogjakarta, International Forum for Aceh (IFA) activist Jaffar Siddiq Hamzah, the Papuan leader Theys Hiyo Eluay and many others.
However, to uncover some of the case is always stacked and stop or ended with the shift of the substance of the real problem. Therefore, the political motif and the responsibility of the institution are not happening, the same as the real problem has never been solve. If this continues happens in the future, all the case will end in the same situation.
Learning from the experience of a process to uncover the political violence and human rights violation, the time to uncover of Munir Assassination could become a jump of the continuation of the human rights struggle in Indonesia, especially as part of the effort to eliminate the impunity. KASUM insists on making it as a best creation of Munir that Munir never been dead and his spirit is still shinny and become fired up.
Problem Identification
The political assassination of Munir as one of bravest human rights defender shows the fact that reflected the effectiveness of power and political network of those disadvantaged and threatened by the democracy and human rights movement. The indication is conformed to the snail pace process of legal reform, and the ongoing practices of abuse of authority of judiciary, military and police institutions. Until now, the only one suspect can be punished by Central Jakarta District Court, Garuda’s pilot named Pollycarpus Budihari Priyanto had been released by the Supreme Court.
However, the mastermind of this case and others has not been punished yet. It is in such situation that hard working is badly needed for assisting and directing the process of reform to the progress path. One of the alternative strategies expected to advance the process is by broadening public support and participation. So that in the context of advocacy program for uncovering the mystery of the political assassination of Munir, the roles of campaign works and public communication is as important as the ongoing investigation and legal process.
